Is the government's end to the "no touch" rule as clear cut as all that?

I don't know how clear, I only read one short article on it and then only part of it. I think it's a good idea, roll back the Labour PC crap, which in this case presumed teachers meant harm to pupils, if not all at once a little at a time.
