Do you think that banning phobic jokes is good or bad?

On the TV, in movies, in the workplace ect. I've just read an article in Macleans mag (Canadian) that the brit gov is pushing ahead with legislation that will criminalize phobic jokes? What do you think of that? This is kinda part 2 in my series of 2 questions for the rainbow crowd.
